Well here we are in 2003 and the State Agencies are starting to address the reality of the Mobile Oil Change Industry. For instance the Great State of Ohio has many regulations and requirements which specifically address mobile oil changing, mobile oil changes and mobile oil change small businesses. --- http://www.epa.state.oh.us/other/sbao/mobileoil.html --- These reuirements are quite consistent with other states which also have introduced or decided to regulate this new induistry. This is good and bad. Bad in that it hurts new entrants to the market place from small time operators, preventing many from starting their businesses and creating some reletively unnecessary barriers to entry. Take a look at these regulations quickly in their laws. Generally these rules fall within the used oil regulations found in Chapter 3745-279 of the Ohio Administrative Code (OAC). However this is far from all. The EPA also has some rules you must follow. http://www.epa.gov/otaq/ld-hwy.htm .
